Over the last 18 months, the Contributions Agency have been involved in several mailshot programmes.

Briefly, these are:-

1/ Sending Notice of Determination and then asking people to await a test case.

2/ Asking people to "acknowledge the debt" using the 1980 Limitations Act as reasoning

3/ Issuing County Court Judgements, but promising to withhold recovery action.
